Here's an OTC:BB MicroCap that seems to have a lot going for it. I'll try to hit some of the highlights and then let you do some DD.

I feel like one of the "Forty-Niners" when they panned for gold and eventually found a shining nugget mixed in among all of the mud. This stock could be one of those "shining nuggets".

Before I forget, when trying to get a quote from Yahoo on OTC:BB stocks, you must add the suffix ".OB" after the symbol, i.e. . I don't know if any of the other programs such as Quicken or others have instituted that .OB suffix, but be prepared for it.

I didn't have the information on the public Float when I started this review and then I found a Post on RB from "tcwilliams" which was very helpful. Then I saw a couple of Posts right after that in which certain individuals were complaining or "bellyaching" about what they feel is the "Humongous" number of outstanding or floating shares. I must tell these complainers that there is absolutely no basis for their complaint. 24 million shares outstanding is NOTHING!! Do you people think that all the companies should only have about 5 million or less shares outstanding before the price can make an upward move? Take a look at MicroSoft, IBM, DELL, Intell, etc. They have millions and millions more than our TOUPS. So stop the complaining!!

TOUPS TECHNOLOGY LICENSING's (Let's use TTL) business purpose is commercializing late-stage technologies, which are acquired through license agreements and acquisitions. TTL, as of Dec. 1998, consists of nine divisions. These nine divisions were consolidated into three major segments: Manufactured Products, Environmental Solutions, and Electronic Commerce.

There were two main developments during the second quarter of 1999 which TTL feels will greatly impact revenues and earnings for the immediate as well as long term future. The first development was the completion of a license agreement for the sale of TTL's technologies centered around TTL's PCE process (see below) for a 2500 home public urban development in the Dominican Republic. The second development is the completion of an evaluation of TTL's business activities and set the stage for continued growth by structuring TTL into the three divisions.

The Three Divisions:

(1)The Manufactured Products Division is located in TTL's 50,000 Square Ft. facility and includes:

(a) BORS Lift, a device that increases production and decreases the cost of producing oil in stripper wells, or relatively low volume oil wells; (b) Brounly RF Technologies, TTL's electronic manufacturing subsidiary that makes radio frequency power generators for aerospace, military, industrial and advanced communications applications;
(c) TTL Manufacturing, which provides production, metal fabrication, machining and a wide variety of precision welding services for internally manufactured products, other TTL Divisions and outside customers, and, (d) Tunnel Bat, a mechanized vehicle used to clean out water drainage culverts.

(2) The Environmental Solutions Division includes:

(a) Waste Processing Technologies: PCE, the waste treatment process that handles liquid and solid hydrocarbon-based waste and makes Phoenix777 (see below); HPDD, the process that produces AquaFuel and renders industrial and other hydrocarbon-based waste inert; and, Magnegas, the process that uses carbon suspended in hydrocarbon-based industrial waste or sewage to produce a gas similar to AquaFuel while neutralizing the waste.

The Alternative Fuel Products feature three unique clean-burning, high performance fuel gasses derived from its waste processing technologies: *AquaFuel, *Phoenix777, and *Magnegas.

The product that seems to have caught the attention of investors in TOUP is MAGNEGAS, so let's just continue to focus on that. That is not to say we are discounting any of the other divisions or products of TOUP but this report's space is limited and to include all the details of TOUP, it would just take up too much alloted space.

MAGNEGAS: Developed by TTL in collaboration with Dr. Ruggero M. Santilli, a former Nobel prize nominee, the MagneGas process generated 2.78 times more energy in the form of combustible gas than it took to make the gas according to an independent third party certification. With a machine that produces nearly three times the energy that it takes to run the machine, the MagneGas process has the potential to be a source of virtually limitless clean, renewable energy.

Leon Toups, TTL's President and CEO, commenting about the business implications of such a discovery, said, "With such broad applications and favorable economics, it makes sense to partner this discovery with established fuel providers who can help to bring this important breakthrough to the world market quickly."

There is so much more to say about MagneGas but so little room here to say it. I suggest that if any of you are interested in pursuing the story of TOUPS further, you go to the Raging Bull board where there are many very knowledegable people who post daily and provide just about all the information that you could possibly want about TOUPS.

Take a look at TOUPS - it is near the low end of its 52 Week Range and appears to be poised to move higher.
Taking a look at its chart with Boll. Bands, it seems the price has bounced off of the lower band and trending higher with the upper and lower bands becoming more narrow. This usually indicates that there will be a drastic move in the price of the stock. Let's hope that move is up!
